In PPR why is Witten ranked over Gates?

I have 2-4 on TE’s very close in both scoring. Witten has had 94 or more receptions in 2 of the last 3 years. Gates 79 last year was his highest since his career high of 89 in 2005. I am expecting a 2007 type year out of Witten this year with an increase in TD’s to the 6-8 range. I see no reason his receptions did and that will give him a 15-20 pt advantage on Gates in the reception area. The yardage will be close, so in the end, more TD’s for Gates, more receptions for Witten. In a ppr league I think Witten can keep close enough on TD’s that his receptions give him the advantage.
