Actually I don't think that's pathetic at all.

If I had no intentions whatsoever of drafting a guy that I know another team covets badly, I'm having daily pressers and screaming it loudly. In this case, Calvin and Tampa Bay. Say the Lions bluff just well enough to swap picks, grab an extra 3rd/4th rounder or two, pay out a smaller signing bonus/contract to who they take at #4, and still get the guy they REALLY wanted all along.
