As of right now...i would say Arizona, New Orleans, Detroit.

I think they have been the most consistently mismanaged in recent memory and they're still a long way from being competitive.

Over the past three drafts '03-'05 The 'Skins only had 13 total picks out of a possible 21. Of those 3 are starters and 6 are backups. The Cleve Brownies Had 21 picks with only 3 becoming starters. Denver had 26 picks with only 3 starters and 7 back-ups making the grade, a league high 11 of those picks are out of the NFL and 3 more are with other teams, more than half their picks over that period. The Ravens with 24 picks have only come up with 4 starters.

San Fran over the past three years has 10 of 28 picks starting for them and 11 playing as back-ups.

Of the Steelers 21 draft picks over the past three years 5 are with other teams and 5 are out of football, almost a third.
